Capability investment often gets treated as a soft spend while technology investment is viewed as hard infrastructure. That distinction is misleading because workforce capability determines whether technology value is ever realized.
A practical AI ROI model links capability investment to business outcomes such as cycle time reduction, decision quality, productivity gains, innovation throughput, and risk reduction. The logic is not complicated: if people cannot use AI effectively, the technology underperforms.
The measurement challenge is to connect training and enablement to workflow-level outcomes. That requires baseline measurement, role-specific use cases, and clear post-intervention tracking. Without those elements, capability remains strategically important but financially vague.
Organizations that can quantify this relationship gain an advantage in internal funding discussions because they stop framing capability as support activity and start framing it as value creation infrastructure.
